Has anyone heard of him? He did research on "
"Quadratic Hadamard Memories" that is still hosted on the Defense Technical Information Center website, a .mil website. Here is that work:

And
"DTIC ADA229178: Quadratic Hadamard Memories II. Adaptive Stochastic Content. Addressable Memory"
He has also taken out numerous patents on interesting topics:
US6506148B2, titled "Nervous system manipulation by electromagnetic fields"
Also had a patent, US6167304A, titled "Pulse variability in electric field manipulation of nervous systems."
There is also a patent, US6017302A, entitled "Subliminal acoustic manipulation of nervous systems."
He is the only reaearcher behind "Laguna Research Labs." The SBIR .gov site indicates he has recieved federal funding for his stochastic content-addressable memory work, but also for entirely unrelated projects like "DEVELOPMENT OF AIDS MEDICAID MONITORING SYSTEMS."
Personally, I don't think he developed anything for Medicaid, I think it was money used for nervous system manipulation research.
