It's from one the artbooks, judging by the patterns the pic you're replying to is almost certainly an AI upscale though. ABe drew Lain over a workstation during development, apparently. I know I'm going to get called autistic-obsessive/schizo for noticing this but when Yasuo (her dad) opens his computer in the first episode, you can see this very picture in the dynamic "windows" (pic related). In fact if you look closely past the awful compression, you can see that every picture here is from the artbooks.
