One of the most cyberpunk things I can think of are alternative intranets. The biggest one I know of is in Cuba, called SNET.

There are also examples of this in the DPRK. And, most recently, Russia has been supposedly planning to cut itself off the global Internet (https://www.pcmag.com/news/371347/russia-is-about-to-disconnect-from-the-internet-what-that-m), although I very much doubt they will. I remember reading it wanted to do this in partnership with other BRICS countries, and make another "Internet" to counterbalance the West's influence and power on our current one, but there wasn't much interest from them.

In the meantime, I suggest you guys start running LibreMesh (https://libremesh.org/) with cjdns (https://phillymesh.net/2016/04/21/cjdns-on-openwrt-part-3-installing-configuring-cjdns/), in case worst comes to worst.
