How do I completely relax my body? I did one of these "body scan" meditations but no matter what I couldn't let the tension go in a few parts of my body, most notably the legs.

What kind of exercise would help? I stretch regularly but it is of little help, maybe I'm doing it wrong.

Been meditating for a while now. One thing I learned is that it can take time. Assuming that the tension in your legs isn't something that would be better addressed by diet/nutrition, my advice would be to keep at it. Be patient and try not to let yourself get discouraged. Some of the physiological benefits of meditation can take some time to develop. It can be like exorcising the body. One might have to walk for a while before they can comfortably go jogging, then go jogging for a while before they can comfortably sprint, and so on.

Because muscles need to be exercised, you don't have them just to lay around. Your muscles become better the more controlled strain you put them, the less use they have the worse they get.

It's going a lot better now, practice really helped. Now I have to issues. The first is the muscles behind the ears, they are really hard to relax and jump back to tension after the tiniest lapse of attention. I assume this too will get better with practice. But the other issue is that I have no idea what to do with my eyes, I want to relax its muscles but they keep trying to move even when the eyelids are closed.

Drinking camomile tea always works for me, frankly. It's more natural than medication.
