Even if the probability of someone using nukes is small, they still have a significant effect on geopolitics. If one country has superior nuclear missile technology that could potentially evade enemy defenses, they definitely have an advantage that has an impact on tactical situations even if the nukes are not actually used.

Okay but I don't see the problem. I mean the worst possible is this world following the path along it's been taking for a few decades. I mean our money loses worth, drinking water is being stolen even in 1st world countries like france which makes areas dry out. CCTV is increasing and people are more and more consuming digital or logical (nonexisting) products that should be free.
Sure it would suck for us if the shit goes down. I wouldn't want my mother to starve or my brother to be killed by raiders. I recently had a very interesting thought. If we look at all of the countries we'll notice, that especially the democratic countries can't change shit, no matter who gets elected, their time in power is very limited, so they can't forge longterm plans. China made a longterm plan and is succeeding. Obviously we don't like china to be superior as they are even more controlling than the western countries.
So who could really change the world for good without ripping everything appart first?
I thought of only one group who could and they are the worst enemy: Amazon.
Now Amazon is investing into food market, they automate everything and become a wholesome place for everything you need to live and that as far as possible automated.
Imagine amazon would rule the world, which they could logically do, if countries fail and if they don't get taken over by some chinese equivalent.

For 3k USD per month you can get amazon premium, which allows you to get everything you need for free. Clothes, food, electronic devices and so on. Cars and such as well but only rented. Even housing. Due to their CCTV you wouldn't start to sell or give away free products to friends.
Now imagine this: If you are too poor, you can upgrade to amazon premium for the cost of you fertility (only if you don't have offspring yet or max 1 kin and the partner does it as wel).
Within a few generations you'd decrease the worlds population by a whole lot, most poor countries would be basically empty and there would be more than enough for everyone, while automation makes it possible that nobody really needs to work more than 10/20 hours a week. maybe even not at all.
Yes that would be cruel and ethnically reprehensible, but what solution to our worlds problems wouldn't? And this one would guarantee a (more or less ) voluntary solution, while giving the heroes, who let go off their balls happy last years.
Our political models are not made to change the world, they are made to keep the wealth to the rich because it's been the rich who established everything. But that was a time in which a world without work was unthinkable. It isn't now. Full automation is possible and I bet you'd find more than enough voluntary people who manage the rest of the work, like a little farming or IT business. What if amazon would follow a goal like that.
